Killer Instinct - Super famicom and SNES
Rare's port of its prerendered arcade fighting game focused on combos. It has lovely tone, soundtracks and artstyle and a great roster of fighters.

Ultimate Mortal Kombat 3 - Super famicom and SNES
Very atmospheric with great gameplay and a lot of content.
Tuff E Nuff - Super famicom and SNES
I like its tone. Also, characters get a bloodied face (only in the japanese version named Dead Dance) when their health is at 50%.
Mortal Kombat II - Super famicom and SNES
Recognizably one of the best fighting game ports (even by John Tobias). A great atmospheric game, to boot

Using a special compressor chip. This is the best SF game of its era, IMO, and a perfectly good port.

SF with more characters and a not too cartoony anime/tone.
Shin Kidou Senshi Gundam W: Endless Duel - Super famicom and SNES
Based on the popular mecha anime Gundam Wing. Totally exclusive, it's unique and feels modern with its aerial maneuvers.

Part of the TMNT franchise.
Art of Fighting 2 - Super Famicon
Ryuko No Ken 2
It has somewhat of a darker/grittier tone than most cartoony 2D fighting games. Also, during the fights the sprites show some damage on the face. Its single-player is way too difficult, though.
Fatal Fury Special - Super Nintendo
An enhanced version of Fatal Fury 2. Lanes system differentiates it from other fighting games.
World Heroes 2 - Super famicom and SNES
Its a basic SFII clone, the biggest difference is deathmatch mode where stages have environmental hazards.
Power Instinct - Super famicom and SNES
It is quirky but good, feels modern with double jumps and dashes.

Battle Master - Super Famicon
Never released outside Japan. It's totaly exclusive, rather generic, and plays well. It's only mildly unique in having a dash button, its only difference from SFII gameplay-wise.

Based on the popular shonen anime.
Weaponlord - Super famicom and SNES
A very complex game that is ahead of its time, but its complexity is a bit off-putting. Its defining characteristic is having a parry system. It's also unique in its medieval theme.
Mighty Morphin Power Rangers: The Fighting Edition... - Nintendo Super NES
A giant robot fighting game based on the Power Rangers live-action show. Similar to Gundam Endless Duel, and made by the same people.
Street Fighter II: The World Warrior - Wii Virtual Console
A port of the very first iteration of SFII.
Best versus fighting games on Super Famicon/Super Nintendo. I'm giving preference to exclusives and exclusive ports to be at the top.
